MVI Hosts SPARC Employer & Provider Breakfast

MVI’s Southwestern Pennsylvania Re-Entry Coalition (SPARC) brings together employers and partners to advance workforce re-entry in the region

On Friday, May 22, Mon Valley Initiative's Southwestern Pennsylvania Re-entry Coalition (SPARC) hosted a partner breakfast at Carnegie One Library in Braddock, bringing together nearly 20 employers, probation officers, and community organizations united by a shared commitment to workforce re-entry.

For more than two decades, SPARC has served as a vital connector between individuals with prior criminal justice involvement and employment opportunities in the region. The gathering offered a dedicated space to strengthen those relationships, share outcomes, and recommit to the collaborative work that drives them.

Dr. T. Charles Howell IV, MVI's Workforce Development & Financial Coaching Director, opened the morning by reflecting on the profound difference employment makes in the lives of program participants. Individuals successfully placed through MVI’s workforce program see an average income increase of $27,703, a figure that signals not just a new job but a meaningful shift in financial stability and household resilience.

That outcome is especially significant for people facing barriers, including those who have been involved with the justice system. Workforce training initiatives frequently overlook this population, leaving a skills gap that compounds the already significant challenges of re-entry. SPARC's model is built on sustained coordination between the correctional system, local employers, and job candidates to directly address that gap.

"These providers and employers are incredibly important to supporting re-entry. MVI cannot do these things alone," said Dr. Howell. "When someone returns to the workforce, they're not only looking for a paycheck. They're also rebuilding stability and a sense of belonging. That only happens when employers, social service providers, and the community all show up together."

This year's breakfast also featured guest speaker Julius Boatwright, who delivered a timely message on workplace wellness, particularly within the nonprofit and social service provider sector. Boatwright spoke on the toll that direct service work can take on staff at every level of an organization, and the growing recognition that individual well-being is inseparable from organizational effectiveness.

"What is bringing me hope is the more people I work with — from the core of the organization to the interns — people are having aha moments about health and well-being," Boatwright said. "They get into a place where they say, 'My own wellness is important.'"

The SPARC program reflects MVI’s belief that lasting community change requires ongoing investment in relationships. These employers and providers are critical partners in building a more equitable and economically resilient Mon Valley.
